उपकरप्राप्त इमारतीतील लाखो रहिवाशांना दिलासा देण्यासाठी म्हाडा अधिनियमात सुधारणा करण्याचा निर्णय; मुख्यमंत्र्यांच्या मान्यतेने महत्त्वाच्या निर्णयावर शिक्कामोर्तब
मुंबई शहर बेटावरील उपकरप्राप्त इमारतीत राहणाऱ्या लाखो रहिवाशांना इमारत पुनर्विकासाबाबत दिलासा म्हाडा अधिनियमात सुधारणा करण्याचा निर्णय आज मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला.
या सुधारणांनुसार अर्धवट अवस्थेतील अथवा कुठलेही काम सुरु केलेले नसलेले प्रकल्प महाराष्ट्र गृहनिर्माण व क्षेत्रविकास प्राधिकरण (म्हाडा) यांनी ताब्यात घेतल्यानंतर या प्रकल्पांकरिता आरंभ प्रमाणपत्र (Commencement Certificate) मिळाल्याच्या दिनांकापासून तीन वर्षाच्या कालावधीत भाडेकरु/रहिवाशी यांचे पुनर्रचित गाळे पूर्ण करुन देणे म्हाडास बंधनकारक राहील. या निर्णयामुळे सुमारे 14500 उपकरप्राप्त इमारतीतील रहिवाशांना फायदा होईल.
मुंबई शहरातील अनेक उपकरप्राप्त इमारतींचा पुनर्विकास रखडलेला / बंद पडलेला / वा विकासकांनी अर्धवट सोडलेला आहे. रहिवाशांचे भाडे दिले नाही अथवा ना-हरकत प्रमाणपत्रातील अटी व शर्तींचा भंग केला आहे तसेच महानगरपालिकेने कलम 354 ची नोटीस देऊन सुध्दा कार्यवाही केली नाही अशी प्रकरणे देखील आहेत.
अशा प्रकरणी कार्यवाहीबाबत म्हाडा अधिनियम, 1976 मधील कलम 2, कलम-77 आणि कलम 95-अ मध्ये सुधारणा करणे तसेच म्हाडा अधिनियम, 1976 मध्ये 79-अ आणि 91-अ या नवीन कलमांचा समावेश करुन त्यानुसार सदर विधेयक विधान मंडळात सादर करण्याच्या प्रस्तावास आज मान्यता देण्यात आली. या सुधारणांनुसार मालक/विकासक तसेच म्हाडा यांच्यातील तक्रारींचे निवारण करण्याकरिता प्रधान सचिव (गृहनिर्माण) यांचे अध्यक्षतेखाली उच्चस्तरीय समिती (High Power Committee) स्थापन करण्यात येईल..
शासनाने 29 ऑक्टोबर 2016 रोजी मुंबई शहरातील मोडकळीस आलेल्या व धोकादायक असलेल्या उपकरप्राप्त इमारतींचा पुनर्विकास जलद गतीने होण्यासाठी 08 आमदारांची समिती गठित केली होती. सदर समितीने उपकरप्राप्त इमारतींच्या रखडलेल्या / बंद पडलेल्या / अर्धवट सोडलेल्या योजना लवकरात लवकर कार्यान्वित करण्याबाबत उपाय योजना सुचविलेल्या होत्या. त्यानुषंगाने म्हाडा अधिनियम, 1976 मध्ये सुधारणा करण्याबाबतचे विधेयक विधानमंडळात सादर करण्याच्या प्रस्तावाच्या अनुषंगाने आज निर्णय घेण्यात आला.
आर्थिक विवंचनेतील आदिवासींसाठी खावटी अनुदान योजना पुन्हा सुरु ; सुमारे ११.५५ लाख आदिवासी लाभार्थींना फायदा
आर्थिक विवंचनेतील आदिवासींना आधार देणारी खावटी योजना पुन्हा सुरु करण्याचा निर्णय आज झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला. 2013-14 पासून ही योजना बंद होती. आता या योजनेत 100 टक्के अनुदान देण्याचे मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली झालेल्या मंत्रिमंडळ बैठकीत ठरले. यानुसार ही योजना एक वर्षासाठी सुरु ठेवण्यात येईल. 1978 पासून ही कर्ज योजना राज्य शासनाने सुरु केली होती. मात्र, 2013-14 साली ती बंद करण्यात आली. सध्या कोविड विषाणुमुळे आदिवासी कुटुंबांना रोजगार नसल्याने आर्थिक मदत करणे गरजेचे असल्याने हा निर्णय घेण्यात आला.
या योजनेत एकूण 4 हजार रुपये कुटुंब अनुदान देण्यात येईल. ज्यामध्ये 2 हजार रुपये किंमतीच्या वस्तू आणि 2 हजार रुपये रोख रक्कम त्यांच्या बँक खात्यात टाकण्यात येईल. यासाठी 486 कोटी रुपये इतक्या खर्चास देखील मान्यता देण्यात आली. मनरेगावरील 4 लाख, आदिम जमातीच्या 2 लाख 26 हजार कुटुंबांना, पारधी जमातीच्या 64 हजार कुटुंबांना, गरजू, परित्यक्त्या,घटस्फोटीत, विधवा, भूमीहिन अशा 3 लाख कुटुंबाना तसेच 1 लाख 65 हजार वैयक्तिक वनहक्क मिळालेल्या अशा 11 लाख 55 हजार कुटुंबांना याचा फायदा मिळेल.
खावटी अनुदान योजनेत एका कुटुंबास मटकी, चवळी, हरभरा, वाटाणा, उडीदडाळ, तूरडाळ, साखर, शेंगदाणे तेल, गरम मसाला, मिरची पावडर, मीठ, चहापत्ती असा 2 हजार रुपये पर्यंतचा किराणा देण्यात येईल.
या योजनेच्या अंमलबजावणीसाठी सुकाणू समिती स्थापन करण्यात आली असून अपर मुख्य सचिव (वित्त) हे त्याचे अध्यक्ष असतील तर योजनेच्या विभागीय स्तरावरील अंमलबजावणीसाठी अपर आयुक्त, आदिवासी विकास हे अध्यक्ष असतील.
वैद्यकीय व दंत अभ्यासक्रमाच्या खुल्या प्रवर्गातील विद्यार्थ्यांना शैक्षणिक शुल्काची प्रतिपूर्ती
एसईबीसी आणि ईडब्ल्यूएस आरक्षणामुळे 2019-20 या शैक्षणिक वर्षात खुल्या प्रवर्गातील काही विद्यार्थ्यांना शासकीय महाविद्यालयांऐवजी खासगी विनाअनुदानीत महाविद्यालयात प्रवेश घ्यावा लागला. अशा 112 बाधित विद्यार्थ्यांना प्रतिवर्षी 7 कोटी 49 लाख 38 हजार 600 रुपये प्रतिपूर्ती देण्याचे मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली आज झालेल्या मंत्रिमंडळ बैठकीत ठरले. या संदर्भातील शासन निर्णय 20 सप्टेंबर 2019 रोजी प्रसिद्ध करण्यात आला असून कार्योत्तर मान्यता देण्यात आली.
एकूण 33 कोटी 6 लाख 23 हजार 400 इतकी प्रतिपूर्तीची एकूण रक्कम होणार आहे. याचा लाभ 6 वैद्यकीय/दंत पदव्युत्तर 3 वर्षे कालावधीच्या पदवीसाठी तसेच 4.5 वर्षे कालावधीच्या 106 पदवी विद्यार्थ्यांना होणार आहे.
अंत्योदय व प्राधान्य कुटुंबातील लाभार्थींना मोफत एक किलो चणाडाळ
प्रधान मंत्री गरीब कल्याण अन्न योजनेतील राज्यामधील अंत्योदय अन्न योजना व प्राधान्य कुटुंबातील लाभार्थींना जुलै ते नोव्हेंबर 2020 या कालावधीकरिता अख्या चण्याऐवजी प्रति महिना प्रत्येक शिधापत्रिकाधारकास एक किलो मोफत चणाडाळ वितरित करण्याचा निर्णय मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली आज झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला.
राज्यात अख्या चण्याऐवजी डाळ घेण्यास अधिक पसंती असल्याचे निदर्शनास आले असून अनेक लोकप्रतिनिधीनी यासंदर्भात विनंती केली आहे. यास्तव हा निर्णय घेण्यात आला. सदर चणाडाळ विक्री करण्याकरिता दुकानदारांना 1 रुपया 50 पैसे प्रति किलो एवढे मार्जिन देण्यात येईल. या डाळ वितरण योजनेकरिता एकूण 73 कोटी 37 लाख इतका वित्तीय भार पडणार आहे.
आकस्मिकता निधीतून शेतकरी कर्जमुक्ती योजनेसाठी रक्कम उपलब्ध
महात्मा जोतिराव फुले शेतकरी कर्जमुक्ती योजनेच्या अंमलबजावणीसाठी 1 हजार 500 कोटी इतका निधी आकस्मिकता निधी अग्रिमातून उपलब्ध करून देण्याचा निर्णय मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली आज झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला.
यासाठी आकस्मिकता निधीच्या 150 कोटी रुपये इतक्या कायम मर्यादेत 1500 कोटींची तात्पुरती वाढ करून ती 1650 कोटी रुपये इतकी करण्यासाठी अध्यादेश काढण्यात येईल.
वैद्यकीय व दंत महाविद्यालयातील निवासी डॉक्टरांच्या विद्यावेतनात वाढ
राज्यातील 18 शासकीय वैद्यकीय महाविद्यालये व 3 दंत महाविद्यालयातील निवासी डॉक्टरांच्या विद्यावेतनात वाढ करण्याचा निर्णय मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली आज झालेल्या मंत्रिमंडळ बैठकीत घेण्यात आला.
यानुसार कनिष्ठ निवासी व वरिष्ठ निवासी यांच्या सध्याच्या विद्यावेतनात 10 हजार रुपये वाढ याच महिन्यापासून करण्याचे ठरले. यामुळे 29 कोटी 67 लक्ष 60 हजार इतका वाढीव बोजा पडेल.
सेंट्रल मार्ड संघटनेने निवासी डॉक्टर 24 तास सेवा देत असल्याचे निदर्शनास आणले आहे. राज्यात कोरोनामुळे निवासी डॉक्टर अहोरात्र रुग्णसेवा देत असल्याने हा निर्णय घेण्यात आला. सध्या महाराष्ट्रात प्रतिमहा 54 हजार, गुजरात मध्ये 63 हजार, बिहारमध्ये 65 हजार आणि उत्तर प्रदेशात 78 हजार एवढे विद्यावेतन देण्यात येते.
महाराष्ट्रात निवासी डॉक्टरांना विद्यावेतनात वाढ केल्याचा निर्णय झाल्यामुळे कनिष्ठ निवासी आणि वरिष्ठ निवासी यांचे सुधारित विद्यावेतन हे 64 हजार 551 पासून 71 हजार 247 रुपयांपर्यंत होईल. तर दंत पदव्युत्तर विद्यार्थ्यांचे सुधारित विद्यावेतन 49 हजार 648 पासून 55 हजार 258 इतके होईल.
मुचकुंदी योजनेत सुधारित प्रशासकीय मान्यता
रत्नागिरी जिल्ह्यातील लांजा तालुक्यातील मुचकुंदी लघुपाटबंधारे योजनेच्या 290 कोटी 30 लाख रुपये किंमतीच्या सुधारित प्रशासकीय मान्यतेस मुख्यमंत्री उद्धव ठाकरे यांच्या अध्यक्षतेखाली आज झालेल्या मंत्रिमंडळ बैठकीत मान्यता देण्यात आली.
या प्रकल्पामुळे लांजा तालुक्यातील 12 गावांमधील 1407 हेक्टर क्षेत्रास सिंचनाला लाभ मिळणार असून या प्रकल्पाची साठवणुक क्षमता 24.12 द.ल.घ.मी इतकी आहे.

Mhada rules amendment gets cabinet nod for providing a relief to Lakhs of residents from cessed buildings
Important decision gets a nod due to Chief Minister’s sanction to it
The state Cabinet meeting chaired by chief minister Uddhav Thackeray today decided to give nod for amendments in Mhada rules regarding redevelopment which would provide a relief to lakhs of residents staying in cessed buildings at Mumbai island city.
As a result of these amendments it was be mandatory on Mhada to complete the project in three years after commencement certificate once the MHada acquires the project where either the construction work is half way done, incomplete or has not even begun. It would be mandatory on Mhada to provide the rebuilt slots or spaces to the tenants or residents within three years and this decision would benefit residents from 14500 cessed buildings.
There are many such buildings in Mumbai which are cessed and redevelopment is either pending or has been stalled or left incomplete by builders, developers. In such cases they have either not paid the rent of the tenants or they have violated the conditions in no objection certificate and there are cases in which BMC has taken action by serving the notice under section 354.
A proposal which included inclusion if new sections 79-A and 91-A in Mhada act 1976 and amend sections 2, section 77 as well as section 95-A was presented before the sate Cabinet today so that in such cases action can be taken. This proposal was given cabinet nod today. As a reason of the same, owner, developer and Mhada complaints would be redressed by forming a high-power committee under chairmanship of principal secretary for housing development department.
The state Government on October 29th 2016, had set up a committee of 8 MLAs for expediting the redevelopment of the cessed buildings in Mumbai which are dilapidated and having danger of collapsing. The committee had suggested measures for completing or starting the completion of such delayed sites or closed sites according to which Cabinet took decision today in view of the bill to be proposed before the state legislature regarding amendment in Mhada act 1976.
Khavati scheme would be resumed for financially distressed Tribal Around 11.55 lakh Tribal would benefit
The state Cabinet took a decision to resume the Khavati scheme providing a support to financially distressed Tribal. The scheme was closed from 2013-14 and Cabinet meeting charied by chief minister Uddhav Thackeray today decided to provide 100 per cent subsidy to the scheme and it was also decided to run the scheme for one year. State Government had started this scheme from 1978 and was closed down in the year 2013-14. Because of Covid pandemic there is no employment to Trial families which is why the decision was taken by state Cabinet to provide financial relief to Tribal in financial distress.
Under the scheme a total family subsidy of Rs 4000 would be given which would include Rs. 2000 cash in the bank account and utensils or goods worth Rs 2000 for every family. The cabinet gave nod for expenditure of Rs 486 crores for the same. There are 4 lakh families who are under MGNAREGA scheme, 2 lakh 26 thousand ab-origin Tribe families, 64 thousnad families from Pardhi Tribe as well as needy, destitute, divorcee, widows, land-less which are a total of 3 lakh families along with 1.65 lakh families who have availed personal forest rights in state which would benefit from this decision. These are a total of 11.55 lakh families in the state and under Khavati scheme one family would receive Matki, Chawali, Harbhara, Udad Dal, Tur Dal, Sugar, ground nuts, oil, spices, red chili powder, salt and tea powder worth Rs 2000.
A steering committee has been set up for implementing the scheme and additional chief secretary to finance department would be chairing this committee. Tribal development department additional commissioner would be chairing it for being responsible for implementation of the scheme at divisional commissioner office level.
Reimbursement of tuition fees for students from open category of medical and dental course
As a reason of SEBC and EWS reservation in academic year of 2019-20 some students from open category had to avail admission in unaided private colleges instead of Government colleges. State Cabinet chaired by chief minister Uddhav Thackeray today decided to give reimbursement to such affected 112 students every year which is worth Rs. 7.49 crores and 38,600. The Government resolution in this regard has been published on September 20, 2019 and it was given sanction today post-implementation.
The total reimbursement amount would become Rs. 33.06lakh 23,400 and would benefit 6 medical/3year dental course as well as 106 degree students of cpurse of 4.5 years duration.
One kg Chana Dal free of cost to families under Antyoday and priority families
Instead of whole Chana state Cabinet gave nod for providing free of cost one kg Chana dal to every ration card holder for the period between July to November 2020 to beneficiaries in Antyoday as well as priority families under Pradhan Mantri Garib Kalyan Anna Yojana. The Cabinet meeting was chaired by chief minister Uddhav Thackeray.
It has been observed and also requested by many legislators that people prefer Chana dal to whole chana which is why this decision was taken. For selling such Chana Dal the shop owners would be provided a margin of Rs. 1.50 and state would have financial burden of Rs. 73.37 crore for this Chana Dal distribution scheme.
Funds made available to farmer’s loan waiver from emergency reserved funds
The state Cabinet meeting chaired by chief minister Uddhav Thackeray today decided to provide Rs. 1500 crore to Mahatma Phule farmer’s loan waiver scheme from state emergency reserved funds. For this the permanent limit of Rs 150 crore of the emergency reserves of Rs. 150 crore was temporarily increased to Rs. 1650 crores and ordinance would be brought out for the same.
The stipend of resident doctors in medical dental colleges increased
The state Cabinet meeting chaired by chief minister Uddhav Thackeray today decided to hike the stipend of the resident doctors working at 18 Government medical colleges and 3 dental colleges.
As per the decision, junior residents and senior residents would get Rs. 10 thousand hike and it would be given from this month. The state would have to bear a burden of Rs. 29.67 lakh 60 thousand due to this decision.
The Central MARD organization has brought it to the notice that resident doctors are providing 24 hour service and in Maharashtra since they are provided 24 hour service this decision was taken. In Maharashtra at present stipend is Rs. 54 thousand per month while in Gujarat it is Rs. 63 thousand per month, in Bihar it is Rs. 65 thousand per month while in Uttar Pradesh it is Rs. 78 thousand per month.
In Maharashtra after this decision of sipend hike, the resident doctors would receive revised stipend between Rs. 64551 and Rs. 71247 to junior and senior resident doctors. For dental post-graduate students revised stipend would be between Rs. 49648 and Rs. 55,258.
Revised administrative sanction for Muchkundi scheme
The state Cabinet meeting which was chaired by chief minister Uddhav Thackeray today took a decision to provide revised administrative sanction worth Rs. 290.30 crores to Muchkundi small irrigation scheme in Lanja Taluka of Ratnagiri district.
This project would provide a benefit to irrigation on 1407 hectare of area in 12 villages and the project has storage capacity of 24.12 million cubic metres.
