राज्य निवडणूक आयोगाकडून सर्व निवडणूक प्रक्रिया स्थगित

मुंबई, दि. 17 : कोरोनाचा प्रादुर्भाव रोखण्यासाठी प्रतिबंधात्मक उपाययोजनांचा भाग म्हणून राज्यातील स्थानिक स्वराज्य संस्थांशी संबंधित सर्व निवडणूक प्रक्रिया पुढील आदेशापर्यंत स्थगित करण्यात आल्या आहेत, असे राज्य निवडणूक आयुक्त यू. पी. एस. मदान यांनी आज येथे जाहीर केले.

श्री.मदान यांनी सांगितले की, राज्यात करोना विषाणूचा (कोव्हिड- 19) प्रादुर्भाव रोखण्यासाठी प्रतिबंधात्मक उपाययोजना म्हणून स्थानिक स्वराज्य संस्थांच्या निवडणुका पुढे ढकलण्याची विनंती राज्य शासनाने राज्य निवडणूक आयोगास केली आहे. मुंबई उच्च न्यायालयाचा 10 ऑगस्ट 2005 रोजीच्या निकालानुसार नैसर्गिक आपत्ती अथवा आकस्मिक परिस्थिती उद्‌भवल्यास निवडणुका पुढे ढकलण्याचा अधिकार राज्य निवडणूक आयोगास आहे. ही बाब लक्षात घेऊन राज्य निवडणूक आयोगाने सर्व निवडणुकांशी संबंधित प्रभाग रचना, मतदार यादी व प्रत्यक्ष निवडणूक आदी स्वरूपाचे सर्व कार्यक्रम आज (ता.17) रोजी आहे त्या टप्प्यांवर स्थगित केले आहेत.

राज्यातील 19 जिल्ह्यांतील 1 हजार 570 ग्रामपंचायतींच्या सार्वत्रिक निवडणुकांसाठी नामनिर्देशनाची प्रक्रिया पूर्ण झाली आहे. त्यासाठी 31 मार्च 2020 रोजी मतदान होणार होते. त्याचबरोबर औरंगाबाद आणि नवी मुंबई महानगरपालिकेच्या सार्वत्रिक; तसेच नाशिक, धुळे, परभणी व ठाणे महानगरपालिकेतील प्रत्येकी एका रिक्तपदांच्या पोटनिवडणुकीकरिता मतदार याद्या तयार करण्याची प्रक्रिया सुरू होती. वसई- विरार महानगरपालिका, अंबरनाथ, कुळगाव- बदलापूर, वाडी, राजगुरूनगर, भडगाव, वरणगाव, केज, भोकर आणि मोवाड या नऊ नगरपरिषदा/ नगरपंचायती, भंडारा व गोंदिया जिल्हा परिषदा आणि त्या अंतर्गतच्या 15 पंचायत समित्या; तसेच सुमारे 12 हजार ग्रामपंचायतींच्या सार्वत्रिक निवडणुकांसाठी प्रभाग रचनेसंदर्भात कार्यवाही सुरू होती. या सर्व कार्यक्रमांना पुढील आदेश होईपर्यंत स्थगिती देण्यात आली आहे. पुढील कार्यवाहीसंदर्भात परिस्थितीचा आढावा घेतल्यानंतर स्वतंत्र आदेश निर्गमित करण्यात येतील, असेही श्री.मदान यांनी स्पष्ट केले आहे.

State Election Commission suspends all election processes

Mumbai, Mar 17: As part of the preventive measures against the outbreak of Coronavirus the State Election Commission has suspended all election processes in regard to elections of local self-government bodies in the state, said State Election Commissioner U P S Madan here today.

Mr. Madan said that the state government has requested the State Election Commission to postpone the local bodies elections in the state in view of the COVID-19 outbreak in the state. The State Election Commission has the authority to postpone the elections in view of any natural calamity or emergency situation as per the Mumbai High Court’s verdict dated August 10, 2005. In consideration of this, the State Election Commission has suspended all activities including ward composition, voter’s lists, and polling etc. related to these elections as they stand as of today.

The nomination process for 1570 grampanchayats in 19 districts of the state has been completed and polling was to be held for these on March 31, 2020. Along with these, process of preparing the voters’ list for general elections to Aurangabad, and Navi Mumbai Municipal Corporations, and for each vacant post n Nasik, Dhule, Parbhani and Thane Municipal Corporations was going on.

Action was in force for composition of wards in Vasai-Virar Municipal Corporation, Ambarnath, Kulgaon, Badlapur, Wadi, Rajgurunagar, Bhadgaon, Varangaon, Kej, Bhokar, and Mowad municipalities/nagar panchayats and Bhandara and Gondia Zilla Parishad and 15 panchayat samitis under them; besides ward composition work of 12000 grampanchayat elections was also going on. All these processes have been suspended till further orders. Separate orders will be issued after reviewing the situation, Mr. Madan clarified.
