राज्यातील प्रत्येक नोकरी इच्छूक उमेदवाराला रोजगार मिळवून देणे, युवक-युवती, महिला, विद्यार्थी यांना कौशल्य प्रशिक्षण देणे, नवनवीन संकल्पनांना जन्म देणाऱ्या स्टार्टअप्सना प्रोत्साहन आणि चालना देणे, उद्योगांमधील बदलत्या तंत्रज्ञानास अनुसरून आयटीआयमधील अभ्यासक्रमांचे तसेच आयटीआयचे आधुनिकीकरण करणे यासाठी मुख्यमंत्री एकनाथ शिंदे, उपमुख्यमंत्री देवेंद्र फडणवीस आणि उपमुख्यमंत्री अजित पवार यांच्या नेतृत्वाखाली कौशल्य, रोजगार, उद्योजकता आणि नावीन्यता विभागाने पुढाकार घेतला आहे.

कुशल महाराष्ट्र आणि रोजगारयुक्त महाराष्ट्र घडविण्याच्या उद्देशाने व्यवसाय शिक्षण व प्रशिक्षण संचालनालयामार्फत विद्यार्थी, युवक-युवतींसाठी राज्यातील ३६ जिल्ह्यात जिल्हास्तरावर तसेच राज्यातील सर्व 288 मतदारसंघात 6 मे ते 6 जून 2023 या कालावधीत छत्रपती शाहू महाराज युवाशक्ती करिअर शिबीरांचे आयोजन करण्यात आले. या करिअर शिबीरांच्या माध्यमातून विद्यार्थी, युवक-युवतींना विविध क्षेत्रातील तज्ञ व्यक्तींचे मार्गदर्शन देण्यात आले याचा मोठ्या प्रमाणात लाभ झाला आहे.
विभागामार्फत त्याचबरोबर राज्यात सध्या मोठ्या प्रमाणात पंडित दीनदयाळ उपाध्याय रोजगार मेळाव्यांचे आयोजन करण्यात येत आहे. ठिकठिकाणी हजारो विद्यार्थी या मेळाव्यात सहभागी होत असून नोकरीसाठी विविध कंपन्यांकडे मुलाखती देत आहेत.याशिवाय महास्वयंम वेबपोर्टल आणि विभागाच्या इतर विविध उपक्रमांद्वारे राज्यात विविध कंपन्या, कॉर्पोरेट संस्था, उद्योगांमध्ये एप्रिल २०२३ मध्ये १३ हजार ०८२ बेरोजगार उमेदवारांना रोजगार मिळवून देण्यात आला.विभागाने https://rojgar. mahaswayam.gov.in हे वेबपोर्टल सुरू केले आहे. नोकरीइच्छुक उमेदवारांनी या वेबपोर्टलवर नोंदणी करणे आवश्यक आहे. विभागाकडे तसेच महास्वयम वेबपोर्टलवर आतापर्यंत १ लाख ४ हजार ०८७ इतक्या सार्वजनिक व खासगी उद्योजकांनी नोंदणी केली आहे.
तर जानेवारी ते सप्टेंबर २०२३ पर्यंत २९० ऑनलाईन आणि ऑफलाईन विविध मेळावे घेण्यात आले असून यामध्ये १ लाख ४० हजार ११० युवक आणि युवतींना रोजगार प्राप्त झाला आहे.आतापर्यंत विभागीय रोजगार मेळाव्यासाठी १ लाख रुपये, तर जिल्हास्तरावरील रोजगार मेळाव्यासाठी ४० ते ६० हजार रुपयांपर्यंत खर्च करण्याची मर्यादा होती.सन २०२३ पासून मेळावे अधिक प्रभावीरित्या राबविण्यासाठी ५ लाख रूपयांची मर्यादा वाढविण्यात आली आहे.
राज्यातील युवक-युवतींना रोजगाराची उपलब्धता व्हावी, यासाठी विभागामार्फत विविध १ हजार १७५ नामांकित उद्योजक, कॉर्पोरेट संस्था, औद्योगिक संघटना, प्लेसमेंट एजन्सिज यांच्यासमवेत सामंजस्य करार करण्यात आले आहेत. या करारामार्फत राज्यातील ६ लाख ८६ लाख युवक, युवतींना रोजगाराची संधी उपलब्ध होणार आहे.
जागतिक बँकेच्या तांत्रिक आणि आर्थिक सहकार्यातून विभागात विविध प्रकल्प, उपक्रम राबवण्याचे प्रस्तावित आहे. या प्रकल्पांतर्गत प्रत्येक जिल्ह्यामध्ये किमान १ मॉडेल आयटीआय आणि राज्यात मुलींसाठी १७ मॉडेल आयटीआय असे एकूण ५३ मॉडेल आयटीआय निर्माण करण्यात येणार आहेत.त्याचबरोबर सर्व सुविधांनी युक्त असे जागतिक स्किल सेंटर उभारण्यात येणार आहे. एकात्मिक कौशल्य भवन उभारण्याचेही प्रस्तावित करण्यात आले आहे. व्यवसाय शिक्षण व प्रशिक्षण संचालनालयाकडून ‘सुचवा तुमच्या आवडीचे’ कौशल्य अभ्यासक्रम’ ही राज्यस्तरीय स्पर्धा घेण्यात आली.
कौशल्य विकासाच्या कार्यक्रमाला अधिक बळकटी देण्यासाठी राज्यात महाराष्ट्र राज्य कौशल्य विद्यापीठ स्थापन करण्यात आले आहे. या विद्यापीठात नवनवीन अभ्यासक्रम सुरु होत आहेत. विद्यापीठासाठी पनवेल येथे इमारत उभारण्यात येणार असून नुकतेच त्याचे भूमीपूजन करण्यात आले आहे. विद्यापीठ आणि रिटेलर्स असोसिएशन ऑफ इंडिया (आरएआय) यांच्या दरम्यान बॅचलर ऑफ बिझनेस अॅडमिनिस्ट्रेशन (बीबीए) या अभ्यासक्रमासाठी सामंजस्य करार करण्यात आला आहे. विद्यार्थ्यांना या उपक्रमाद्वारे बिझनेस आणि रिटेलचे आवश्यक ज्ञान आणि उद्योगाचा अनुभव मिळेल.
महाराष्ट्र शासनाच्या कौशल्य,रोजगार,उद्योजकता आणि नाविन्यता विभाग कुशल कर्मचा-यांच्या वाढत्या जागतिक मागणीची पूर्तता करण्यासाठी आणि आयटीआय च्या उत्तीर्ण विद्यार्थ्यांना चांगल्या संधी उपलब्ध करून देण्यासाठी आंतरराष्ट्रीय रोजगार सुविधा केंद्र स्थापन करण्याचा निर्णय घेतला आहे. आय.टी.आय.च्या विद्यार्थ्यांना परदेशात देखील नोक-या मिळत आहेत.यावर्षी राज्यातील आय.टी.आय.च्या विद्यार्थ्यांना जपानमध्ये ३ आणि जर्मनीमध्ये ५५ अशा एकूण 58 नोकऱ्या परदेशात मिळाल्या आहेत.परदेशात रोजगार प्राप्त करण्यासाठी कुशल मनुष्यबळ तयार करण्यासाठी महाराष्ट्र इंटरनॅशनल या आंतरराष्ट्रीय सुविधा केंद्रा मार्फत लाभ होणार आहे.राज्यात पाच ठिकाणी हे सुविधा केंद्र सुरू करण्यात येणार आहे.
युवकांमधील नवनवीन संकल्पनांवर आधारित स्टार्टअप्स, युनिकॉर्न्स यांना चालना देण्यात येत आहे. महाराष्ट्र ही देशाची स्टार्टअप कॅपिटल आहे. देशात नव्याने सुरू झालेल्या ४२ यूनिकॉर्नपैकी ११ युनिकॉर्न महाराष्ट्रातील आहेत. स्टार्टअपविषयक कार्यक्रमाच्या अंमलबजावणीत राज्याने मोठी आघाडी घेतली आहे. भारत सरकारच्या उद्योग आणि अंतर्गत व्यापार प्रोत्साहन विभागाद्वारे (DPIIT) मान्यताप्राप्त असलेल्या देशातील एकूण ८८ हजार १३६ स्टार्टअपपैकी सर्वाधिक १६ हजार २५० स्टार्टअप (१८ टक्के) महाराष्ट्रातील आहेत.
राज्याचा सन २०२३-२४ चा अर्थसंकल्प विधीमंडळात सादर करण्यात आला.स्टार्टअप्स सुरू करण्याकरिता आवश्यक प्रशिक्षणासाठी कळंबोली, नवी मुंबई येथे निवासी प्रशिक्षण व संशोधन संस्था उभारण्यात येणार आहे.गावांतून शहरांकडे होणारे स्थलांतर थांबावे यासाठी स्थानिक पातळीवरील रोजगार व स्वयंरोजगाराकरिता ५११ ग्रामपंचायतींमध्ये कौशल्य विकास कार्यक्रम सुरू करण्यात येणार आहे.
व्यवसाय शिक्षण व प्रशिक्षण संचालनालय, महाराष्ट्र राज्य यांच्यामार्फत स्वातंत्र्याच्या अमृत महोत्सवानिमित्त राज्यात ७५ व्हर्चुअल क्लासरूमचे मुख्यमंत्री एकनाथ शिंदे यांच्या हस्ते होणार उद्घाटन झाले संपूर्ण राज्यातील आय.टी.आय.मध्ये अशा प्रकारच्या व्हर्चुअल क्लासरूम भविष्यात असतील. या व्हर्चुअल क्लासरूममध्ये इंटरॲक्टीव्ह पॅनल,संगणक सेवा, उत्तम बैठक व्यवस्था असणार आहे.प्रधानमंत्री नरेंद्र मोदी यांच्या संकल्पनेतील ‘स्कील इंडिया’ व ‘डिजिटल इंडिया’ या उपक्रमातंर्गत राज्यातील ४१९ या सर्व औद्योगिक प्रशिक्षण संस्था (ITI) मध्ये हा उपक्रम राबवण्यात येणार आहे.राज्यातील ४१९ शासकिय औद्योगिक प्रशिक्षण संस्थाचे बळकटीकरण व ५४७ खाजगी औद्योगिक प्रशिक्षण संस्थांना सहकार्य करून राज्यात युवक व युवतींना रोजगाराभिमुख कौशल्य विकास करण्यावर भर देण्यात येणार आहे.
लहान मुलांमध्ये कौशल्य शिक्षणाची आवड निर्माण व्हावी म्हणून शैक्षणिक वर्ष २०२३-२४ पासून मुंबईतील २०० शाळांमध्ये प्रशिक्षणाची सुरुवात करण्यात येईल. कौशल्यवर्धनाद्वारे युवकांना रोजगारक्षम बनविण्याकरिता पुढील तीन वर्षात २ हजार ३०७ कोटी रुपयांची अतिरिक्त गुंतवणूक करून राज्यातील औद्योगिक प्रशिक्षण संस्थांची दर्जावाढ करण्यात येईल.
अर्थसंकल्पात चतुर्थ अमृत ‘रोजगार निर्मिती : सक्षम, कुशल-रोजगारक्षम युवा’ यासाठी कार्यक्रम खर्चाकरिता एकूण ११ हजार ६५८ कोटी रुपयांची तरतूद उपलब्ध करण्यात येत असल्याचे जाहीर करण्यात आले आहे. राज्यातील युवक, शेतकरी, महिला अशा सर्व घटकांना सामावून घेत त्यांना कौशल्याबरोबरच शाश्वत रोजगार मिळण्याच्या अनुषंगाने राज्य शासन आणि कौशल्य, रोजगार, उद्योजकता आणि नाविन्यता विभाग कटिबद्ध आहे.

Marching towards totally skilled and employed Maharashtra
Under the able leadership of Chief Minister Mr Eknath Shinde, Deputy Chief Minister Mr Devendra Fadnavis and Deputy Chief Minister Ajit Pawar the Skills, Employment, Entrepreneurship and Innovation department has taken initiation for amelioration in Skill and Employment sectors of Maharashtra.
This is being done with the objective of making employment available for all the job- seeking candidates, youth, women and students of Maharashtra and imparting them the training for skill development, encouraging and promoting startups that triggers new concepts, changing the curriculum of the Industrial Training Institutes (ITI) in order to cater the requirements of the changing technologies of the Industries. Similarly, the modernization of the industrial training institutes of the state is also going to be taken up with priority-
Minister Mangal Prabhat Lodha- Skills, Employment, , Entrepreneurship and Innovation department.
For creating ‘Skilled Maharashtra and Employed Maharashtra’ the Directorate of vocational education and training, Maharashtra state had organized Chhatrapati Shahu Maharaj Yuva Shakti Career Camps for the youths in all the 36 districts of the state and 288 constituencies between 6th May to 6th June 2023. In these career camps, the students and youth were provided guidance by the experts from various fields which had definitely benefited them on large scale.
This department is organizing Pandit Dindayal Upadhyay employment festivals across the state. Thousands of students are participating in such camps and appearing for interviews being conducted by various companies. 13 thousand 082 unemployed youth were provided employment through the Mahaswayamvay portal and other initiatives of the department in various companies, corporate houses and industries of the state in April 2023.
https://rojgar.mahaswayam.gov.in portal has been started. It is mandatory for all those youth seeking jobs to register on this web portal. Till date, 1 lakh 4 thousand 087 public and private entrepreneurs have registered their names with the department and Mahaswayam web portal.
Between January to September 2023, a total of 290 online and offline different festivals were organized in which lakh 1 lakh 40 thousand 110 youth including male and female got employment.
Up till now, the limitation of expenditure for employment festival at regional level was rupees One lakh and it was between rupees 40 to 60 thousand for district level employment festival. Now since the year 2023, the limitation has been increased to Rs 5 lakh in order to implement the festival more effectively.
Memorandum of Understanding (MoU) has been signed with one thousand 175 renowned entrepreneurs, industrial organization, corporate houses and placement agencies for making available employment to the youth of the state. Due to this MoU, six lakh 86 thousand will get employment opportunities.
Various projects and initiatives are implemented by the department with the technical and financial assistance of the World Bank. Under these projects, one model ITI is to be erected in every district and 17 model ITI’s across the state for female students will be constructed- that is a total of 53 model ITI’s will be coming up. Besides this, Global Skill Centre with all the facilities will be constructed. The proposal for erecting Ekatmik Kaushal Bhavan ( Integrated skill Centre) is also on the cards. A state level competition “Suchwa tumchya awadiche Kaushalya Abhyaskram” (Suggest the Skill curriculum of your choice) was also organized by the Directorate of Vocational Education and Training.
Maharashtra state Skill University has been established in order to strengthen the skill development programs. Various new courses are started in this university. The building of this university will be constructed at Panvel and recently the foundation stone laying Bhumi Pujan ceremony was performed. A MoU has been signed between the university and Retailers Association of India (RAI) for the Bachelor of Business Administration (BBA) course. This will help students get more knowledge about the business and retail sector along with experience of industry.
The Skills, Employment, Entrepreneurship and Innovation department of the Maharashtra government has decided to establish an International employment facilities Centre in order to meet the demand of more skilled employees at the global level and for providing more job opportunities to the students of ITI. It is notable that the ITI students are also getting employment abroad. This year, three students of ITI from the state got jobs in Japan and 55 others were employed in Germany. In this way- a total of 58 jobs were provided to the candidates of Maharashtra in foreign nations. The Maharashtra International Facilities Centre will definitely be beneficial for the students to seek jobs abroad and generate skilled human resources. These centers will be started at five different places across the state.
Different startups and unicorns based on innovative concepts of the youth are encouraged. Maharashtra has grown as the ‘Startup Capital’ of the nation. 11 new Unicorns, out of the total 42 Unicorns at national level are in the state. Maharashtra has taken a lead in implementation of Startup related programs. Out of a total of 88 thousand 136 startups approved by the Department for Promotion of Industry and Internal Trade (DPIIT) of Indian government, 16 thousand 250 startups- that is a total of 18 percent of the startups are in Maharashtra.
In the state budget for financial year 2023-24 presented in the legislature, provision has been made for construction of Residential Training and Research Institute at Kalamboli, Navi Mumbai. The Skill development program was started in 511 Gram Panchayats with the objective of curbing the migration from rural areas to urban areas and providing employment and self- employment at the local level.
While celebrating the Amrit Mahotsav of independence of India and the initiation of the Directorate of Vocational Education and Training of Maharashtra state, inauguration of 75 virtual classrooms at the hands of Chief Minister Mr Eknath Shinde was done. All the ITI’s across the state will be having virtual classrooms in the future. The virtual classrooms will include interactive panels, Computer service and best sitting arrangements. This initiative will be implemented in all 419 Industrial Training Institutes (ITI’s) across the state, out of the ‘Skill India’ and ‘Digital India’ concept of the Prime Minister Mr Narendra Modi. Emphasis will be given for employable skill development of the youth of the state at all the 419 government industrial training institutes and at the 547 Private ITI’s.
Training programs have been started in 200 schools in Mumbai from the academic year 2023-24 for inculcating the flair for skill education among the school students. The industrial training institutes of the state will be further upgraded for making the youth more employable and skilled. For this, additional investment of rupees 2 thousand 307 crores will be made in the next three years.
It has been announced that provision of rupees 11 thousand 658 crore has been made in the state budget for generating employment “Rojgar Nirmiti: Saksham, Kushal RojgarakSham Yuva”
The state government and the Skills, Employment, Entrepreneurship and Innovation department is committed to providing skills and sustainable employment to all the youth, farmers, women and all the sections of the society.
