तीन दिवसात नुकसानीचे पंचनामे पूर्ण करण्याचे मुख्यमंत्री देवेंद्र फडणवीस यांचे निर्देश

अकोला, दि. 3 : ऑक्टोबर महिन्यातील अवकाळी पावसामुळे कापूस, सोयाबीन, ज्वारी पिकांचे संपूर्ण नुकसान झाले आहे. हाती आलेले निघून गेल्याने शेतकरी वर्ग निराशेच्या छायेत आला आहे. त्यामुळे शेतकऱ्यांना पुन्हा उभे करण्यासाठी शासकीय यंत्रणांनी पंचनाम्यासाठी संवेदशीलपणे कार्य करावे. शेतकऱ्यांना तातडीने मदत व्हावी, यासाठी शेतपिकांचे तीन दिवसांत (सहा नोव्हेंबर पर्यंत) पंचनामे पूर्ण करावे, असे निर्देश मुख्यमंत्री देवेंद्र फडणवीस यांनी आज येथे दिले.

मुख्यमंत्री श्री. फडणवीस यांनी म्हैसपूर फाटा, लाखनवाडा, कापशी, चिखलगाव येथे प्रत्यक्ष भेट देऊन पिकपाहणी केल्यानंतर जिल्हाधिकारी कार्यालयातील नियोजन सभागृहात बैठक घेतली. यावेळी केंद्रीय राज्यमंत्री संजय धोत्रे, पालकमंत्री डॉ. रणजीत पाटील, डॉ. पंजाबराव देशमुख कृषी विद्यापीठाचे कुलगुरू डॉ. विलास भाले, आमदार श्रीकांत देशपांडे, गोपिकिशन बाजोरीया, रणधीर सावरकर, प्रकाश भारसाकळे, गोवर्धन शर्मा, नितीन देशमुख, बळीराम शिरस्कार, महापौर विजय अग्रवाल, प्रधान सचिव भूषण गगराणी, विभागीय आयुक्त पियूष सिंह, जिल्हाधिकारी जितेंद्र पापळकर,पोलीस अधीक्षक अमोघ गावकर आदी उपस्थित होते.

मुख्यमंत्री श्री. फडणवीस म्हणाले, ऑक्टोबर महिन्यातील पावसामुळे जवळपास शंभर टक्के शेत पिकांचे नुकसान झाले आहे. कापूस, सोयाबीन, तूर ही पिके शेतकऱ्यांच्या हातून गेली आहेत. त्यामुळे शेतकऱ्यांना मदत व्हावी, यासाठी दहा हजार कोटींची तरतूद करण्यात आली आहे. शासकीय यंत्रणेने परिस्थितीचे गांभीर्य ओळखून पंचनाम्याची कामे तातडीने हाती घ्यावीत. पंचनाम्यांची परिस्थिती हाताळण्यासाठी संपूर्ण शासकीय यंत्रणेने संवेदनशीलपणे कामे करावीत. पंचनाम्याच्या कामासाठी आवश्यकता असल्यास इतर विभाग आणि कृषि विद्यापीठाच्या मनुष्यबळाचा उपयोग करावा.

यावेळी झालेल्या नुकसानीची व्याप्ती सर्वात मोठी आहे. त्यामुळे यामध्ये देण्यात येणारी मदतही मोठी असणार आहे. शेतकऱ्यांना पुन्हा उभे करण्यासाठी दुष्काळ काळातील सर्व मदत ओला दुष्काळाच्या काळातही सर्व शेतकऱ्यांना देण्यात येईल. नुकसानीच्या काळात शेतकऱ्यांना पीक विमा आधार ठरणार आहे. पीक विम्याबाबत शेतकऱ्यांना एकत्रित सूचना देण्यात याव्यात. पीक विम्याचा लाभ देताना कंपन्यांनी विम्याच्या पावतीचा आग्रह करू नये. पीक विम्याच्या मदतीसाठी करावे लागणारे अर्ज गावातच भरून घ्यावे. पीक विमा कंपन्याचे प्रतिनिधी नुकसानीचे पंचनामे करण्यासाठी पोहोचू शकल्या नसल्यास शासकीय यंत्रणांनी केलेले पंचनामे त्यांनी ग्राह्य धरण्याच्या सूचना देण्यात आल्या आहेत. पीक विम्याची मदत मिळण्यासाठी शासकीय यंत्रणेने समन्वयाने कार्य करावे. नुकसानीचा फोटोही मदतीसाठी पुरावा म्हणून ग्राह्य धरण्यात येणार आहे.

हाताशी आलेले संपूर्ण पीक गेल्याने शेतकऱ्यांमध्ये निराशा आली आहे. शेतकऱ्यांना मदत व्हावी, यासाठी अधिकारी-कर्मचारी यांनी अधिकार क्षेत्राबाहेर जाऊन दिलासा देण्याचे काम करावे. शेतकऱ्यांना मदत मिळावी, यासाठी प्रामाणिकपणे काम करणाऱ्या अधिकारी-कर्मचाऱ्यांच्या पाठिशी उभे राहू. शेतकऱ्यांना कोणत्याही वसुलीला सामोरे जावे लागू नये, याबाबत विभागीय आयुक्त, जिल्हाधिकारी यांनी संबंधित यंत्रणांना सूचना कराव्यात. शेतकऱ्यांना सुलभपणे मदत मिळावी, त्यांना सर्व माहिती एकाच ठिकाणी मिळावी, यासाठी हेल्पलाईन सुरू करावी. शेतपिकांच्या नुकसानीची व्याप्ती ही सार्वत्रिक आहे. आतापर्यंतची ही सर्वाधिक मदत राहणार आहे. योग्य व्यक्तींना या मदतीचा लाभ पोहोचावा, यासाठी यंत्रणेने अधिकार क्षेत्राच्या बाहेर जाऊन कार्य करावे. नुकसानीची मदत मिळण्यासाठी पंचनामा करणाऱ्या यंत्रणांनी अपवादही सोडू नये. शेतकऱ्यांना मदत मिळावी, यासाठी यंत्रणेने हे आपले काम आहे, असे समजून मिशन मोडमध्ये कार्य करावे.

शेतकऱ्यांना ज्या मार्गांनी मदत करणे शक्य आहे, त्या सर्व मार्गांनी मदत करण्यात येईल. खरीप पिकांमधून कोणतेही उत्पन्न शेतकऱ्यांच्या हाती येणे शक्य नाही. त्यामुळे शेतकऱ्यांना पुन्हा उभे करण्याची गरज निर्माण झाली आहे. गेल्या महिन्यातील पावसामुळे पाण्याची मुबलक उपलब्धता झाली आहे. यामुळे शेतकरी आता रब्बी पिकाकडे वळतील. त्यांना हरभरा, गहू यासारख्या पिकांच्या बियाण्यांची उपलब्धता व्हावी, यासाठी प्रयत्न करण्याच्या सूचनाही मुख्यमंत्र्यांनी यावेळी केल्या.

अकोला, दि. 3 – अक्टूबर में बेमौसम बारिश ने कपास, सोयाबीन और ज्वार की फसलों को पूरी तरह से नुकसान पहुंचाया है।  किसानों के हाथों में  फसल आते-आते रह जाने से , किसानों में निराशा छा गयी है।  इसलिए, किसानों को फिर से खड़ा करने के लिए, सरकारी व्यवस्था को पंचनामा करने के लिए संवेदनशीलता से काम करना चाहिए।  मुख्यमंत्री देवेंद्र फडणवीस ने आज निर्देश दिये कि आगामी तीन दिनों में  (6 नवंबर तक) पंचनामा पूर्ण किये जाएँ जिससे कि किसानों को मदद मिल सके।

मुख्यमंत्री श्री फडणवीस ने प्रत्यक्ष  रूप से म्हैसपुर फाटा, लाखनवाड़ा, कापशी, चिखलगाँव का दौरा किया और जिलाधिकारी कार्यालय के नियोजन सभागृह में एक बैठक ली।  इस अवसर पर केंद्रीय राज्यमंत्री संजय धोत्रे, पालकमंत्री डॉ. रणजीत पाटिल, डॉ. पंजाबराव देशमुख कृषी विश्वविद्यालय के कुलगुरू डॉ. विलास भाले, विधायक श्रीकांत देशपांडे, गोपीकिशन बाजोरिया, रणधीर सावरकर, प्रकाश भारसाकळे, गोवर्धन शर्मा, नितिन देशमुख, बळीराम शिरस्कार, महापौर विजय अग्रवाल, प्रधान सचिव भूषण गगराणी, विभागीय आयुक्त पियूष सिंह, जिलाधिकारी जितेंद्र पापळकर,पुलिस अधीक्षक अमोघ गावकर आदि उपस्थित थे।

मुख्यमंत्री श्री फडणवीस ने कहा कि अक्टूबर में हुई बारिश के कारण लगभग 100 प्रतिशत फसल का नुकसान हुआ है।   किसानों के हाथ से कपास, सोयाबीन और तूर की फसल पूरी तरह चली गयी हैं। इसलिए किसानों की मदद के लिए दस हजार करोड़ का प्रावधान किया गया है। सरकारी तंत्र  की स्थिति की गंभीरता को देखते हुए तुरंत पंचनामा का काम करना चाहिए।  पंचनामा की स्थिति से निपटने  के लिए, पूरे सरकारी तंत्र को संवेदनशील होकर काम करना चाहिए। यदि पंचनामा के काम के लिए आवश्यक हो, तो अन्य विभागों और कृषि विश्वविद्यालय की जनशक्ति का उपयोग किया जाए।

इस बार हुए नुकसान की व्याप्ति सबसे बड़ी है।  इसलिए, प्रदान की जाने वाली सहायता भी बहुत बड़ी होगी। किसानों को पुनः सशक्त बनाने के लिए  सूखे की अवधि के दौरान की  सभी सहायता इस बारिश के मौसम के दौरान भी सभी किसानों को प्रदान की जाएगी।  नुकसान की अवधि के दौरान किसानों के लिए फसल बीमा को आधार माना जाएगा।  किसानों को फसल बीमा के संबंध में एक साथ जानकारी  दी जाए। फसल बीमा का लाभ देते समय कंपनियों को बीमा की रसीद पर जोर नहीं देना चाहिए।  फसल बीमा की मदद के लिए आवश्यक आवेदन पत्र  गाँव में ही भरे जाने चाहिए।  फसल बीमा कंपनी के प्रतिनिधियों को सूचना दी गई है कि हुए नुकसान का पंचनामा करने न पहुँच  पाने की स्थिति  में सरकारी तंत्र  द्वारा किये गये पंचनामा को स्वीकार किया जाए। फसल बीमा की सहायता मिलने के लिए सरकारी  तंत्र  को समन्वय का काम करना चाहिए। हुई  क्षति की तस्वीर भी मदद के लिए सबूत के रूप में माना जाएगा।

हाथ में आयी हुई संपूर्ण फसल चले जाने से किसानों में निराशा छा गई है।  किसानों की सहायता के लिए, अधिकारियों और कर्मचारियों को अपने अधिकार क्षेत्र  से बाहर जाकर  काम करना चाहिए। किसानों की मदद के लिए ईमानदारी से काम करने वाले अधिकारियों और कर्मचारियों के पीछे हम खड़े हैं। विभागीय आयुक्त, तथा जिलाधिकारी संबंधित   तंत्र को सूचित करें कि किसानों को किसी भी वसूली का सामना न करना पड़े।  हेल्पलाइन स्थापित की जानी चाहिए ताकि किसानों को आसानी से सहायता मिल सके और एक ही स्थान पर सभी जानकारी प्राप्त हो सके। किसानों को हुआ नुकसान सर्वव्यापी  है।  अब तक की सबसे बड़ी मदद दी जा रही है। सरकारी तंत्र  को अधिकार क्षेत्र से बाहर जाकर काम करना चाहिए ताकि सही व्यक्ति को सहायता का लाभ मिल सके। हुए नुकसान की भरपाई हो सके इसके लिए पंचनामा  करने वाले तंत्र को कोई अपवाद नहीं छोड़ना चाहिए।  किसानों की मदद करने के लिए सरकारी तंत्र  को इसे अपना काम  समझ कर मिशन मोड में काम करना चाहिए।

किसानों की हर संभव मदद की जाएगी।  खरीफ फसलों से कोई भी आय किसानों के हाथ में नहीं आने वाली है।  इससे किसानों को फिर से खड़े करने की जरूरत है।  पिछले महीने हुई बारिश के प्रचुर उपलब्धता है इसी कारण, किसान अब रबी फसलों की ओर रुख करेंगे।  मुख्यमंत्री ने इस अवसर पर सूचना दी कि किसान चना और गेहूँ  जैसी फसल उगा सकें इसके लिए   बीज उपलब्ध कराए जाएँ ।

Akola, November 3:- The unseasonal rains in the month of October has completely damaged cotton, soybean and Jowar crops as a result the farmers are depressed. It is essential to help them stand again and the government machinery should work sensitively for carrying out the spot assessment ‘Panchnamas’. All the assessment should be done within the next three days, till 6th of November so that farmers can be given financial assistance with immediate effect. These directions were given by Chief Minister Mr Devendra Fadnavis here, today.

The Chief Minister today visited Mhaispur phata, Lakhanwada and other villages for spot inspection of the crops. Later, he conducted a meeting in the hall of District Magistrate office. Union Minister of state Sanjay Dhotre, Guardian minister Dr Ranjit Patil, vice-chancellor of Dr Punjabrao Deshmukh Agricultural University Dr Vilas Bhale, Legislature Shrikant Deshpande, GopiKishan Bajoria, Randhir Savarkar, Prakash Bharsakhle, Govardhan Sharma, Nitin Deshmukh, Baliram Shiraskar, Mayor Vijay Agrawal, principal secretary Bhushan Gagrani, Divisional Commissioner Piyush Singh, district magistrate Jitendra Papalkar, Superintendent of Police Amogh Gaonkar and others were present on the occasion.

The chief minister further said that in the unseasonal rain that lashed the district in October, 100 percent of the crops had been damaged. The crops of cotton, Soybean and Tur (Pigeon’s pea) had to face total loss, so in order to give succor to the farmers, provision of 10,000 crore Rupees has been made. The government machinery should take into account the seriousness of the situation and carry on the Panchnamas with immediate effect. For carrying out spot assessment administration should be more sensitive. He said that if necessary more human resource can be made available from Agricultural University and other departments.

      Mr Fadnavis futher said that the loss to the crops in present situation is too large so the financial assistance that will be provided to the farmers will also be huge. He said that the funds that were to be given to farmers during drought, will now be provided to them as they are facing the wet drought situation. He also said that the crop insurance will be a good support to the farmers and peasants in this period of loss.

Mr Fadnavis said that the farmers should be given collective instructions about crop insurance, adding that while giving the benefit of crop insurance, there should be no demand of the receipts of insurance. He also said that the forms required for disbursing the crop insurance should be itself filled in the village.

Mr Fadnavis also said that if the representatives of crop insurance companies are not able to reach the spot, the Panchnama report made by government machinery should be taken into consideration. He also said that the administration should work in coordination with other agencies and the photos related to the damage of crops should also be considered for disbursement of financial assistance.

He said that the farmers are distressed and disappointed as the crops which were near completion, had been totally damaged. He also appealed to the officers and employees to go beyond their jurisdiction to help the farmers, adding that the government will be standing by all those officers and employees who will be working for helping the ryots.

 He also said that the Divisional Commissioner and district magistrate are asked to instruct the responsible administrators to ensure that no reimbursement is being taken from the farmers in this situation of loss.

Mr. Fadnavis suggested to start helpline so that the farmers will not have to face hardships and all the information required will be available at one place. He also said that the loss of crop is widespread and for that the financial assistance will be the maximum, in this present situation. He also asked the officers and employees to work very hard and ensure that the eligible farmers are being provided financial assistance. Mr Fadnavis appealed to the administration to work in ‘Mission mode’ for completion of Pancharamas and helping the farmers. He said that the farmers will be helped by all possible means and no stone will be left unturned.

He said that it is impossible that farmers will get any income out of the Kharif crops so now it is the right time to help them for getting revived. He said that because of good rainfall in last month, the farmers will now be going for the Rabi crops. He also directed the administration to seriously ensure that the seeds of gram, wheat and other Rabi corps are made available for them so that they can sow them for Rabi crops.
